DISASTER: Why Is Parks & Wildlife Teaching Gun Law?

As part of SB25-003 (the new semi-auto permit/training requirement kicking in August 2026), the state handed implementation over to Colorado Parks & Wildlife (CPW).

Yes. The folks who manage elk tags and fishing seasons are being FORCED to roll out a semiautomatic firearm permit system.

What CPW Is Supposed to Do…

Under the law, before someone can purchase certain semiautomatic firearms, they’ll need:

  • A sheriff-issued eligibility card
  • A state-approved training course
  • A 90% passing score
  • Documentation within five years

CPW is tasked with creating the course standards, coordinating instructors, managing records, and basically building the plane while flying it.



What the Stakeholder Meetings Revealed

CPW has been holding public and dealer meetings across the state to “clarify” how this will work.

And here’s the polite way to put it:
There are still a lot of unanswered questions.

Common themes from attendees:

  • What exactly counts as a “specified semiautomatic firearm”?
  • Who pays for what?
  • How long will sheriff approvals take?
  • How will instructors be certified?
  • What happens if demand overwhelms the system?

And perhaps the quiet question in the room:

Why is Parks & Wildlife, who admitted they are not qualified, running firearms compliance?

To be fair, CPW staff are trying to gather feedback. But these meetings have made one thing clear — the law was passed long before the logistics were figured out.


The Awkward and Dangerous Reality..

CPW’s expertise is wildlife management and park operations — not firearm regulation.

Now they’re being asked to:

  • Develop a quasi-permit system
  • Coordinate with sheriffs statewide
  • Standardize firearms training
  • Oversee compliance infrastructure

All before the August 2026 deadline. And finally, what happens if they are not ready by then?

That’s not exactly a minor administrative tweak. That’s a statewide regulatory framework with zero extra budget or extra positions.

Why People Are Frustrated…
